City of Toledo's Water Discount Program

*For Toledo Residents Only*

This discount provides a 25% reduction in the water rate for the first 2,000 cubic feet of consumption to homeowners who qualify for the Lucas County Homestead Exemption Program. To be eligible: (1) the consumer must receive service from a single meter at a single housing unit used solely for residential purposes, (2) the consumer or spouse must be personally responsible for payment of the bill as the head of household, and (3) the consumer must be certified by the Lucas County Homestead Exemption Program as being 65 years of age or older or totally and permanently disabled at any age.

If you are already enrolled in the Lucas County Homestead Exemption Program, simply call one of the City of Toledo's Water Department Customer Service Representatives at (419)245-1800 to apply for the discount.

If you are not enrolled in the Homestead Exemption Program and think you may meet the above qualification(s), call the Lucas County Auditor's office at (419)213-4336 for an application. 

Home Energy Assistance Program (H.E.A.P.)

The Home Energy Assistance Program helps people stay warm by paying up to 30% of their winter heating bills. Individuals with less than $986 a month income or couples with $1,326 a month income may be eligible for H.E.A.P. For more information call AOoA 382-0624.


Golden Buckeye Card

Golden Buckeye Card holders can get discounts at many businesses and restaurants in Ohio.


Eligibility: Ohioans 60+ and age 18 - 59 with permanent and total disabilities.

Application Process: Call 866-301-6446 or visit a library or senior center to fill out an application.

Premium or Deductible: No.

Discount: 30-40%

Additional Benefit: Merchant discounts at over 20,000 businesses.


Strengths: Drug pricing and pharmacy locations available at www.OhioBestRx.org or 866-923-7879. Can be used in Medicare Part D coverage gap or "doughnut hole." Mail order option available.


Ohio's Best Rx

Eligibility: Ohioans under age 60 with a household income 300% or less of the poverty line.

Application process: By mail, telephone at 866-923-7879 or on-line at www.ohiobestrx.org.

Premium or deductible: No.

Discount: 30-40%.

Additional Benefit: No.

Strengths: Drug pricing and pharmacy locations available on-line or at toll free number. Mail order option available.


TARTA Bus Cards

Reduced fares are available on Toledo Area regional Transit Authority (TARTA) buses for those over age 65, just show your Medicare card. Free color-coded, monthly passes for TARTA are available at Senior Nutrition Sites for transportation to sites on regular bus routes in Toledo, Monday through Friday, 10:30am - 1:30pm. Ask at your dining site or call Lucas County Senior Nutrition 385-2532
