Residential State Supplement (RSS)
The Residential State Supplement program is a state-funded cash assistance program for Medicaid-eligible aged, blind or disabled adults who have been determined to be at risk of needing institutional care. The RSS program provides a supplement to income, to pay for room, board and other needed services in approved setting. Eligible individuals also receive Medicaid benefits. The program is administered by the Ohio Department of Aging.
Who is eligible?
The RSS program has requirements in both the financial and level-of-care areas that must be met.
Financial
A person living in or willing to move to an Adult Group Home or Residential Care Facility, receiving a monthly income of less than $947 (July 2007) no more than $1500 in assets would meet financial eligibility standards. A person with monthly income less than $844 and less than $1,500 may also choose to reside in an Adult Family Home or Foster Home.
Level of Care
To be eligible, the RSS applicant requires, at minimum, a protective level of care, but is not expected to require more than 120 days of skilled nursing care.

Residential Care Facilities -

Community Alternative Homes -
Homes serving persons with AIDS. Licensed by the Ohio Dept. of Health
Residential Facilities -
2 beds. Licensed by the Ohio Dept. of Health
Apartments or Rooms -
Provides Mental Health housing services. Certified by the Ohio Dept. of Health

What happens after I apply?
There will be a limited number of available openings. Each potential recipient will be entered on a waiting list.
After following the required selection process, potential recipients will be assessed by the PAA to ensure they
are at the appropriate level of care. If so, financial eligibility will be assessed by the County Department of
Job and Family Services. Persons who meet both eligibility standards will be assigned to a PAA case manager, and
the recipient will have the opportunity to interview appropriate and eligible facilities in any Ohio county.
